Soroti district woman MP suspended from parliamnet

Soroti District Woman MP, Hon. Angeline Osege has been suspended from parliament.
This follows her open protest on the passing of The Public Order Management bill by parliament yesterday.
In the same sitting, Deputy Speaker of Parliament Jacob Oulanyah moved under rule 80 of naming and suspending a Member of Parliament and suspended Soroti Woman MP Angeline Osege from three sittings of the house.
 She is also barred from accessing parliamentary grounds and committee sittings of the house.
Uganda’s Parliament yesterday passed the Public Order Management Bill 2011 with the contentious clause 8 that indicates whoever wishes to hold a public rally or gathering in public premises must first seek police permission.
Several opposition politicians and Civil Society Organizations (CSOs) had urged parliament not to pass the bill in its current form.
Opposition MPs attempted to challenge the passing of the bill by indicating how the house had two order papers to choose from.
One of the order papers members did not indicate that the Public Order Management Bill would be discussed.

Gulu- Busia passenger bus intercepted with over 3000 live ammunitions.

Over 3,000 live bullets have been intercepted by police in Soroti loaded in a Gate Way Bus en route from Gulu to Busia town.

According to the Mid Eastern police spokesman, Juma Hassan Nyene, the Gate Way bus registration number UAL 149 Z was intercepted today afternoon at Soroti town on its way to Busia town.

The live ammunitions are suspected to either be transported for sale across the border in Kenya according to police preliminary investigations.

“We are detaining at least two people in connection with the possession of these bullets”. Nyene said.

He said shall get much information from those who have been arrested later.

After the arrests were made; the rest of the passengers were left to continue with their journey.

By press time the top police officers were locked up in a meeting over the matter.

Police however did not disclose the identities of the suspects and investigations are still on going to ascertain the source of the ammunitions.

Teso sub region launches the citizen’s manifesto for monitoring its leaders.

As Ugandan leaders are now busy politicking canvassing votes for 2011 general elections open right from local councils to presidential, sub regions in the country seem to be having a collective voice to demand good governance from their elected leaders.

This follows the regional launches of citizen manifestos across all regions in Uganda, for the case of Teso sub region; the citizen’s manifesto was launched at Soroti public gardens today (Tuesday).

The manifesto is out-lining key development concerns that average Ugandan faces day by day.

The executive Director, Public Affairs Center- Uganda, Benson Ekwee says the key issues in Teso that are crucial include poor education standards, in adequate supply of drugs in the health units, corruption in local government public offices.

“You find that here in Teso sub region; people are demanding their leaders and government to advocate for quality education including construction of Teso University, but for several years nothing is being done”. Ekwee said.

Ekwee noted that the electorates should be able to make their leaders accountable by demanding better services from them since they are in power.

According to Naboth Atuhaire of Uganda National NGO forum, the citizen’s manifesto highlights a political statement by ordinary people outlining their aspirations and demands to aspiring leaders at different levels.

Atuhaire says this was conceived to put citizens at the centre of defining the country they desire and using this as a basis to hold leaders and government accountable.

He said by doing this, the electorates become proactive players in the democratization and good governance process.

In related development, Amuria district chairperson, Julius Ochen has warned his councilors to avoid empty promises as they on campaigns.

Ochen was addressing the councilors and the local community at Kuju Sub County during the award of the best performing councilors in Amuria district recently.

Kaberamaido FDC chairman fired in the office over meeting president Museveni.

The FDC party members in Kaberamido district have forced their party chairman, Joseph Emusu to step down and hand over the office to the vice chairperson for allegedly meeting President Yoweri Museveni in Lira district illegally.

Emusu is accused of attempting to cross with over 20 people to NRM during the day President Museveni was to address his rally in Kaberamaido district on 27th November 2010.

But when the information leaked out, the FDC leadership called for a meeting abruptly on the eve of the president’s rally where Emusu was grilled till he admitted meeting the president.

The contentious meeting held on 26th November, which was chaired FDC party secretary general and woman MP aspirant for Serere district, Hon. Alice Alaso Asianut tasked Emusu to resign his position pending further party disciplinary action.

Party members in Kaberamaido described Emusu as a bad hearted leader if he could sneak and meet the president at the expense of people who elected him district party chairman.

In a memorandum dated 9th November 2010 written by Emusu and addressed to President Yoweri Museveni, Emusu had highlighted that he would cross with over 20 people to NRM party before the president.

However, the day when Museveni had his campaign rally in Kaberamaido district on 27th November, Emusu did not cross with the alleged group.

But Hon. Alaso says during the FDC meeting on the eve of the president’s rallies in the district they had assured Emusu that if he wanted to cross to NRM he would go as Emusu alone and not in the name of FDC party and its supporters.

Alaso called for people in Teso to be calm and give strength to the FDC party by voting Dr. Kizza Besigye in power come 2011 general elections.

“Its is not the right time for people of Teso to join the movement because they have not seen tangible results in the last 25 years of NRM rule”. Alaso said.

She castigated the NRM government for even failing to rescue people of Teso from abject poverty for all its long time in power.

President warns Teso NAADS officials.

President Yoweri Museveni has strongly warned National Agricultural and Advisory Services (NAADS) officials in Teso sub-region in particular and Uganda in general, who divert NAADS funds for their personal gains, to be ready to go to jail.

The President was today the chief guest at the consecration and enthronement of the 5th Anglican Bishop of Soroti Diocese, the Rt. Rev. George Erwau. The colourful ceremony that was presided over by the Archbishop of the Church of Uganda, the Most Rev. Henry Luke Orombi, took place in Soroti Sports Grounds, Soroti Municipality.

Bishop Erwau replaces Bishop Charles Obaikol, who has served as Soroti Diocesan prelate for the last 9 years.

President Museveni told the cheering congregation that the Central Government remits a lot of money to the districts in the country which funds are diverted for personal gains by unscrupulous officials. He told them that between 2001 and 2006, NAADS money amounting to Shs.150 billion, was misused.

He warned that the new regulations, which stipulate that 70% of the money be use for planting materials as well as domestic animals and the 30% be put to administration, should be adhered to strictly. The President noted that some NAADS officials have of late developed the habit of diverting NAADS funds on irrelevant activities.

“Some people have diverted money for buying cow dung and grass. Can you imagine contracting people to buy cow dung and grass? This is all to steal people’s money”, he said.

He urged wanainchi to demand accountability from such officials. “You should also ask them that where is our money, which the President talked about?”, he told the congregation.

The President, who was sorry for the famine experienced in the region, promised continued food relief to the area and disclosed that Shs.12 million has been used in each sub-county to assist the population with planting materials and improved animals. He also pledged to provide wanainchi with hoes that will enable people to plant potatoes and other food crops.

Mr. Museveni, however, observed that NAADS had done well in some areas like the growing of citrus fruits and oranges in Teso sub-region.

“Two million trees have been planted and some people were worried about the market. But I want to assure you that the government is going to build a fruit processing plant in Soroti either by the private sector or by UDC {Uganda Development Corporation} which has been revived and facilitated”, he said.

The President commended the new Diocesan bishop of Soroti for his ambitious plan of a holistic approach in building the church.

“Just like Jesus who preached the Gospel healed the sick and fed the hungry, so you should also be mindful of income generating activities which are very important for the church. We don’t need to have starving catechists around”, he told the amused congregation.

President Museveni, therefore, challenged leaders from Teso sub-region, especially the elite, to help the church construct a commercial building in Soroti Municipality that will enable it generate income for self-sustainability.

“The church can not be a burden to her followers. You Kampala people, especially the elite, the money you spend in bars should be used to help the church build its economic base”, the President advised.

He pledged support to such activities once the people themselves start them. President Museveni expressed his gratitude for the peace now prevailing in Teso.

“I told you that I will bring peace to Teso. Some people were skeptical but we now have peace that is here to stay, no one will disturb the peace of Uganda”, the President said.

Mr. Museveni added that the Karimojong cattle rustlers have been contained and advised people of Teso to concentrate on development activities.

The President later donated a brand new Pajero Mitsubishi vehicle to the new bishop of Soroti diocese for his pastoral duties.

The Archbishop of the Church of Uganda, the Most Rev. Henry Luke Orombi, who thanked President Museveni for gracing the occasion, called on him to continue with his fight against corruption.

“Mr. President, you should continue with the culture of zero tolerance to corruption. We shall support you. We should rid our country of the vice, if not it will kill our nation”, the prelate cautioned.

The new Bishop of Soroti diocese, who was flanked by his wife Florence Erwau and members of the family, in his maiden speech, outlined his vision and mission in his term of office which include building a diocese that is spiritually mature and able to sustain its growth and development as it serves God’s people.

“My mission will be to help Christians of all ages in the diocese, to first seek the Kingdom of God and His Righteousness, then other things will be given to them as well”, he said quoting from the Gospel of St. Matthew Chapter 6 Verse 33.

The outgoing bishop, the Rt. Rev. Obaikol, thanked Christians in Soroti diocese for their love and support. He also thanked government for always being by the side of the people of Teso at all times of need.

MPs from Teso Sub-region, religious and Soroti district leaders, among others, attended the function.

Indians living and working in Uganda illegally have been urged to get official work permits before uganda revenue authority cracks down on them.

This call has been made by the resident district commissioner Iganga hajji Swaib Lubega Wagwa while addressing members of the indian community at the launch of the Hindu temple in Iganga town.

The RDC saysthere is no reason as to why indinas have to fear comming to legalise their stay and businesses with the relevant authorities.

Wagwa says many indians sneek into uganda and work illegally yet the country is now free and peaceful to accomodate any national who genuinely seeks to live and work in Uganda.

The RDC further explains that all RDC's offices across the country are always opebn to start processing work doccuments for foreign nationals who come with investments inthe country.

Forum for democratic change president Retired Colonel Dr Kizza Besigye has lashed out at government over what he called exhorbitant public expenditure on political appointees such as resident district commissioners.

Dr Besigye says the 2 million shillings given to RDC's as monthly salary is not in any way reflected in the work done by the RDC's themselves. The FDC presidnet made these remarks while addressing party supporters at the last leg of his south eastern region tour in Kamuli town.

Dr Besigye is demanding government to increase teachers salaries since the teachers do a tremendous work in this country yet government underlooks their efforts.

On why doctors allegedly steal drugs from government hospitals, the FDC president says the 570,000 shiilings monthly salary is not an equivalent of the work doctors do in public hospitals.

He saya unless government revises the current salary inequalities, civil servants will continue plunderfing public funds to meet the ever increasing cost of living in the country. ends

KABERAMAIDO DISTRICT COUNCILORS BOYCOTT A SENSITIZATION MEETING OVER LITTLE OF ALLOWANCES.

Kaberamaido district councilors yesterday boycotted a sensitization meeting over little pay of allowances.

Some councilors boycotted while others stormed out of the sensitization meeting after citing that their allowances were only going to be 60,000 shillings.

The meeting was organized by a Non Governmental Organization (NGO) called PREFA which is sensitizing mothers on how to prevent the transmission of HIV/AIDs to the un born babies.

Trouble started when the councilors claimed for 120,000 shillings to be paid to each person.

The councilors claim was contrary to 60,000 shillings, the initial budget that PREFA had budgeted for them.

Out of 21 councilors including the district chairman, Robert Engulu, only 2 councilors by names of Hon.Joseph Emusu and Hon. Charles Ojuku attended the meeting officially.

Sources at the district, however, indicate that after an hour later, the councilors converged and went to demand payment of 60,000 shillings.

Their pleas were not heard when the chief administrative officer, Roselyn Adongo advised the organizers not to pay them since they did not attend the meeting.

The controversial meeting was chaired by the District Health Officer, Dr. Geoffrey Balengera while PREFA was represented by the Project regional coordinator, Dr. Thomas Malinga.
